Abstract:

Prostitution regulation in 19th century Bucharest reflects the degree of modernization of Romanian society and the transformation of morals, to a stricter monitoring. The present paper follows this transformative journey, carried out through state involvement, legislation and the introduction of sanitary measures aimed to prevent the “worldly diseases” that wreaked havoc in the capital city and also in the Principalities. The cultural analysis combines the historic perspective with the anthropological one, aiming to uncover the underpinnings of prostitution in 19th century Bucharest and to understand why this “indispensable institution” was so difficult to regulate. The Romanian regulationist system of prostitution, supervised at the local level by regulations and at the central level by the sanitary laws, did not give immediate results, especially in terms of the spread of venereal diseases. At the end of the 19th century, the stricter control of clandestine prostitution and the reformation of brothels coincided with family life values affirmation. The sacredness and pleasures of the ideal family life called for protection against the amoralistic and shallow lifestyles followed by many, irrespective of class and gender. By the turn of the century, the “good home” became a key symbol and a powerful metaphor in the worldview of the Romanian elite. Nevertheless, the gap between ideals and the realities of domestic life saw the emerging of cultural contradictions, conflicting messages and experiences. Thus, the pseudo-morality further supported the prostitution phenomenon.
