Abstract:
Education issues were at the center of the authorities’ attention with the formation of the Romanian national state, and school policy occupied an important segment of the government’s and the Parliament’s activity, reflecting authorities’ preoccupation with this field.
The modernization of Romanian education was initiated by Alexandru Ioan Cuza through the well-known law of public instruction from 1864, which created the premises for the modern development of public instruction, and through the establishment of the University of Iași and the University of Bucharest.
The words and actions of King Charles I of Romania reveal the interest of the head of state in the development of education at all levels, despite the difficulties of the time, which were related to governmental instability or modest financial resources. This created an imbalance between expectations and possibilities, between form and substance. However, the remarkable advances made by primary, secondary and university education in the early 20th century were undeniable. It is proven by the statistical data that indicate a constant increase in the number of schools and students.
There is no doubt that the modernization of education could not be achieved without an adequate legislative framework and without the involvement, from the position of ministers of this department, of politicians such as Titu Maiorescu, Take Ionescu, Petru Poni or Spiru Haret, who, together with King Carol I, understood the importance of this field for the development of society.
