Abstract:

The privilege of a simple citizen (a phrase used here to delimit the simple opinions issued by him from the scientific arguments developed by the specialist – which starts from a working hypothesis and reaches verifiable results, using research methods specific to a discipline) is that everyday experience assures him of immunity from the recurrence of everyday shortcomings. The specialist, on the other hand, by delivering solutions (often ignored by political factors and / or at odds with their political reflexes) exposes himself to deprofessionalization and / or deontological deviations. For example, in Romania, the failure of citizens’ aspirations to improve the quality of urban life has perpetuated over the generations the same tragicomic rhetorical question (chosen as a motto) on the difficulties of identifying people / entities able to solve public problems responsibly and sustainably. Regardless, there is a danger that Romanian specialists (at the end of a long series of frustrations) will disconnect from the realities of the city and withdraw into the sphere of fundamental research or in other spheres. In the situation of chronic administrative inefficiency (the causes of which are not the subject of our discussion), the specialist interested in the public good is forced to make a common front with the common citizen and advance with his scientific project of urban regeneration in stimulating citizens’ participation in supporting them. This is the only way to increase the chances of sensitizing the decision makers on the importance of implementing large-scale projects, which is valid, especially (and) in the case of Bucharest. Unfortunately, this is the ideal environment for extracting moments that contrast sharply with its ambitions as a European capital, proving at the same time that modernized urban agglomerations need solutions designed on a general scale and applied by consensus in order to increase urban housing satisfaction. This is the great stake of any urban interventions. Even if we do not lack solutions coming from several research areas aimed at increasing the satisfaction of living in Bucharest, we consider that the ablest to outline sustainable solutions to increase it is the perspective of urban criticism. This has the advantage that it does not establish hierarchies regarding the status of those who have fun, work, ask or don’t ask questions about the morphology of the place where they live, but takes into account the full range of needs and opinions of all city dwellers. It is also able to operationalize the generous modern concepts that underlie the new urbanism, empirical urbanism, cultural urbanism etc. A sustainable urban society that brings satisfaction to citizens and, ultimately, gives them a distinct urban identity, which leads to a positive assumption of belonging to the urban area of residence, needs urban criticism. Therefore, in order to signal that urgent and consistent intervention must be taken in order to stop the transformation of our beloved Bucharest into a city impossible to love, in this article we follow an unconventional route to highlight the valences of urban criticism.
